CONSTITUTION
1. INTRODUCTION
Chapeltown Youth Development Centre was first established in 2002 and has attracted youngsters from all other surrounding areas. It was founded by two professional footballers and volunteers with their ultimate aim being to encourage and develop youngsters who would like to see a career in football. The club is expanding every year with more and more youngsters joining.
Since being established the club has developed strong relationships with Bradford City and Leeds United Academy. The first trophies came at U16 level, winning both league title and the much coveted millenium cup in a final played at Elland Road Stadium.
The Club's managers and coaches undergo a minimum FA Level 1 coaching course which encompasses not only coaching and football techniques, but Safeguarding Children (child abuse awareness) and basic first aid. All team managers, coaches and helpers need to obtain CRB checks before undertaking club duties.
2. AIMS AND OBJECTIVES
The primary objective of the club is to develop youths socially, psychologically, pyshically and technically through sports coaching.
The Club will provide an enjoyable learning environment for as many youths as possible regardless of age, gender and ability.
It is hoped that this experience will be enhanced by involving the youth's parents/guardians, families and friends in the development process.
The Club has now developed to a level that has allowed the attainment of FA Charter Status. This is the recognised quality mark for Football Clubs in England.
3. ORGANISATION
The Club consists of a team of volunteers working towards getting young people into playing football at various levels, aiming towards semi-professional and professional status at various football clubs.
The Club places teams in the Garforth Junior League and the Leeds and District League and is a member of the West Riding County Football Association.

4. CONSTITUTION
4.1 NAME OF THE CLUB
The name of the Club shall be Chapeltown Youth Development Centre referred to as ' the club'.
4.2 OBJECTIVES OF THE CLUB
- To promote the playing of 'association football' to the youths of Leeds urban community, irrespective of colour, religion, ethnicity, gender and disability.
- To organise and operate teams to play in Appropriate Football Leagues or Competitions.
- The Club will be affiliated to the West Riding County FA.
- To promote a culture of sportmanship, physical fitness and self-esteem. This will be accomplished by improving the skill and fitness of individuals whilst ensuring that, at all times they respect themselves, their team mates, the opposition, match officials, coaches and managers and spectators.
- To actively assist managers, coaches and additional volunteers in running teams to acquire skills and qualifications to ensure that the Club meets the requirements of the FA and provides the best quality coaching to all players.
- The Club will also abide by the FA's Child Protection Policies Procedures, Codes of Conduct, Equal Opportunities and Anti-Discrimination Policy.
4.3 CLUB MEMBERSHIP
Membership of the Club will be open to all members of the community subject to approval by the Club's committee.
4.4 CLUB SUBSCRIPTIONS AND FINANCE
- A membership fee is required from all Club members. The Club's committee will determine this fee and are responsible for its collection.
- The treasurer shall be responsible for all of the Club's finances.
4.5 RESIGNATION AND EXPULSION
- A member shall cease to be a member of the Club from the date on which notice is given of their resignation.
- The Executive Committee shall have the authority to expel a member when it is deemed non-conducive to the best interest of the club and/or the individual for membership to continue.
- Breeches of any of the Club rules could also form grounds for expulsion from the Club - this includes non payment of fee's and fines.
- All property belonging to the Club should be returned promptly on resignation or expulsion from the Club.
4.6 CLUB COMMITTEE
The Club will be administered by an executive committee. The committee will be responsible for planning activities, buying equipment and administering other Club matters to the satisfaction of the membership.
The following officers shall be elected by majority vote at the AGM and shall form the executive committee of teh Club:
- Chairperson
- Vice Chairperson
- Secretary
- Treasurer
- Director of Sport
- Child Protection Officer
- Coaching Director
4.6.1 ADDITIONAL POSTS
Additional executive posts may be created by a majority vote at an AGM.
4.6.2 NONE EXECUTIVE COMMITTEE MEMBERS
Members may be co-opted onto the Club committee by majority vote at an executive committee meeting.
4.6.3 EXECUTIVE ELECTIONS
The executive committee will be voted for by the club membership at the AGM.
4.6.4 COMMITTEE MEMBERSHIP
The committee shall consist of the elected officers plus the team managers and coaches of each participating team.
4.7 DUTIES OF THE CLUB OFFICIALS
The main duties of the Club Officials are detailed below.
4.7.1 THE CHAIRPERSON/VICE CHAIRPERSON
- Ensuring that all Club Good Practice Guidelines are followed.
- Overseeing and co-ordinatiog all Club activities.
- Providing secreterial support to the Club committee.
- Compiling the induction programme for new members in conjunction with the rest of the committee.
- Promoting a positive image within the community.
- Attending Football Association meetings.
4.7.2 THE SECRETARY
- Administering the membership of the Club.
- Providing a full and detailed list of Club members.
- Ensuring affiliation to the relevant leagues and Football associations.
- Administering the Club's insurance policies.
- Maintaining the Club's log book, which contails details of:
- Members experience
- Members relevant qualifications
- Club reports of activities and trips
- Maintaining the season's fixture lists.
- Atending Football Association Meetings.
- Other duties as agreed with the Club committee.
4.7.3 THE TREASURER
- Administer the Club's finances using FA approved practices.
- Producing a financial plan for the academic year.
- Producing the Club's annual budget proposal.
- Producing financial reports at committee meetings.
- Organising fund raising events.
- Other duties as agreed with the club committee.
4.7.4 THE DIRECTOR OF SPORT
- Co-ordinating all sporting activities.
- Ensuring that all equimpent is well maintained and complies with safety regulations.
- Ensuring that all health and safety regulations are adhered to.
- Liaise with Parents, Guardians and Schools.
- Responsible for all football strategy.
- Liaison with the Sports Federation Officer over all matters concerning safety.
- Attending Football Association meetings.
4.7.5 THE CHILD PROTECTION OFFICER
- Implementation of child protection policy as directed by the FA.
- Ensuring that all parties are made aware of the child protection policy and that it is adhered to.
- Ensuring the Welfare of all Club Youths.
- Being the initial point of contact for all complaints.
- Dealing with breeches of the child protection policy.
4.7.6 THE COACHING DIRECTOR
- Co-ordinating Team Coaches.
- Developing Coaching Programme in keeping with Football Strategies.
- Implementation of Football Strategies with Team Coaches.
- Co-ordinating Staff Training/Certification Programme.
- Attending Football Association meetings.
4.8 MEETINGS
- At least one General Meeting is required annually this shall be the AGM. The agenda for teh AGM should include, but not be restricted to, the following:
- A report of the Club's activities over the previous year
- A financial report for the previous year
- Election of the Club Committee Officers
- A provision for any other business
- The Club Chairperson may call extraordinary general meetings(EGM). A minimum of 21 days notice shall be required.
- Nominations for Club officials should be submitted to the Club secretary in writing by the proposer and seconder, who should both be existing Club members, not less than 21 days prior to the AGM or EGM.
- Resolutions to be considered at an AGM or EGM should be submitted to the Club secretary not less than 21 days prior to the meeting.
- Regular committee meetings (monthly) are required to discuss all Club matters.
- All meetings should be minuted and all Club members must have access to copies of the minutes accompanying these meetings.
- The following should be provided for each meeting:
- 14 days written notice of the time and venue of the meeting
- Minutes of the previous meeting
- An agenda for the meeting and where applicable a list of nominations and resolutions due for considering at the meeting
4.9 VOTING
- Voting will take place for the election of Club officials.
- Issues requiring a resolution will also be decided by vote.
- All Club members shall be entitled to vote, parents of Club youths shall be deemed as members for this purpose.
4.10 CHANGES TO CLUB CONSTITUTION
- Changes to the Club Constitution must be notified in writing to the Club Committee who will in turn put this to the members at an annual or extraordinary general meeting.
- A two-thirds majority will be required at the general meeting for the changes to be ratified.
4.11 CLUB TEAMS
At the first meeting following each AGM, the committee shall appoint Club members to be responsible for each of the Club's football teams. The appointed members shall be responsible for managing the affairs of the team. The appointed members shall present a written report of the Team's activities twice per annum.
4.12 CLUB FINANCES
- A bank account shall be opened and maintained in the name of the Club (the Club Account).
- Designated account signatories shall be any two from theChiarperson, the Secretary and the Treasurer.
- No sum shall be drawn from the Club Account except by cheque signed by two of the three designated signatories.
- All monies payable to the Club shall be received by the Treasurer and deposited in the Club Account.
- The income and assets of the Club shall be used solely in furtherance of the Club as approved by the committee.
4.13 DISSOLUTION
- A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority vote of at least threequarters of the members present.
- The dissolution shall take effect from the date of the resolution and the members of the committee shall be responsible for the winding up of the Club's assets and liabilities.
- Any surplus assets of the Club shall be disposed of in such manner as decided upon by the committee.
4.14 COMPLAINTS PROCEDURE
Guidance for Club youths, parents and carers.
The Club is committed to continuous improvement, one way to achieve this is to listen to and respect the views and opinions of players and parents at the Club. If you are concerned about any aspect of the Club please advise the Child Protection Officer at the earliest opportunity.
Issues you may have concerns about could include (but is not linited to) the following:
- The safety of Club activities.
- Poor standards of instruction or leadership.
- The standard of equipment used for Club activities.
- Poor Club administration.
- The lack of suitable activities for their level of participation.
- Infringement of Football Association Equal Opportunities policy.
- Infringement of Child Protection policy.
- Infringement of Club rules/codes of conduct.
4.14.1 THE COMPLAINTS PROCESS
- All complaints should initially be reported to the Child Protection Officer and will be treated with utmost confidence.
- Complaints concerning infringement of the Child Protection Policy will be dealt with according to the Child Protection Policy, Confidentiality is paramount in these matters and resolution may include the involvement of external agencies such as Social Services.
- For all other matters an appropriate course of action will be decided on by the Club Committee and an initial response will be received within 10 days.
4.15 DISCIPLINARY PROCEDURE
Breeches of any of the codes of conduct and/or Club rules are subject to disciplinary proceedings. In such an event teh committee will invoke the disciplinary procedure and the following shall be observed.
- The respondent shall be notified in writing of the following:
- The particulars of the complaint
- The grounds on which a dipciplinary is to be raised
- The date, time and venue for the hearing
- The right of the respondent to have a representative present (non-legal)
- The right to call witnesses and present evidence where applicable
4.15.1 DISCIPLINARY HEARING
- The disciplinary hearing will be convened by the disciplinary board.
- The disciplinary board will consist of Club Officials as nominated by the Committee one of whom will be a Committee Member.
- All evidence and testimonies will be heard at the hearing.
- A decision will be made in writing within 7 days of the hearing.
- The respondent will then have 14 days to make as appeal against any decision.
4.15.2 APPEAL PROCESS
- All appeals should be made in writing to the Management Committee via the Chairperson.
- The Management Committee shall then meet and consider the appeal.
- The Management Committee may conduct interviews and additional hearings to aid the decision making process.
- The Management Committee will notify the respondent of their decision in writing within 7 days of the appeal concluding.
- The decision of the Management Committee is final.
4.15.3 DECISION PROCESS
Whether made by the disciplinary board or the appeal board all decisions shall be notified in writing and contain:
- The grounds for the decision
- Any action to be taken by the Club
- Any action required by the respondent
- Any further action to be invoked
- The timescales for implementation
4.16 DECLARATION (ALL OFFICERS TO SIGN)
